On September 16, the Ministry of Finance released the fiscal revenue and expenditure in August 2022; from January to August, the national general public budget revenue was 13804.3 billion yuan, an increase of 3.7 percent after deducting the tax rebate factor, and a decrease of 8 percent in natural terms.
Among the land and real estate-related taxes, the deed tax was 389.8 billion yuan, down 28.7 percent from the same period last year; the land value-added tax was 467.7 billion yuan, down 9.9 percent from the same period last year; and the property tax was 231 billion yuan, up 13.3 percent from the same period last year.
02Shenzhen's house prices fell again year on year, with real estate data released in August.
On September 16, the National Bureau of Statistics issued real estate data for August. In August, the number of cities in which the sales price of commercial housing fell in 70 large and medium-sized cities increased, and the rate of increase in all tier cities fell or the rate of decline expanded. Among the 70 large and medium-sized cities, the sales prices of newly-built commercial housing and second-hand housing fell in 50 and 56 cities respectively, an increase of 10 and 5 respectively over the previous month.
According to the published national real estate development investment data, from January to August, the national real estate development investment was 9080.9 billion billion yuan, down 7.4 percent from the same period last year, of which residential investment was 6887.8 billion billion yuan, down 6.9 percent.
03Future output value 20 billion, Futian to build advanced manufacturing joint headquarters base
Shenzhen Futian District Bureau of Industry and Information Technology issued the "Advanced Manufacturing Joint Headquarters Base Selection Plan."
The plan pointed out that in order to solve the land demand for major industrial projects in the jurisdiction and accelerate the healthy development of advanced manufacturing, it is planned to build a joint headquarters base for advanced manufacturing enterprises. It is proposed to sell the parcel B307-0029 located at the intersection of Beihuan Avenue and Huanggang Road to three enterprises (jointly bid by Shenzhen Guofu Gold Co., Ltd., Shenzhen Zhiwei Intelligent Technology Co., Ltd., and Xiechuang Data Technology Co., Ltd.).
The planned land area of the parcel is 4884.63 ㎡, and the land use period is 30 years. According to the plot situation and construction plan, the advanced manufacturing joint headquarters base has a total construction area of 26860 ㎡, including 20570 ㎡ for industrial research and development, 4160 ㎡ for innovative industries, 2130 ㎡ for cultural activities, property service and maternal and infant rooms, which are mainly used for advanced manufacturing and technology research and development. The scale of land use, building scale and land use shall be subject to the planning and design points issued by the planning and land department.
The consortium headquarters base is centered on headquarters management, R & D center and enterprise technology center; during the mature period of the project, an industrial cluster with more than 1000 jobs, an output value of more than 20 billion yuan, and a tax revenue of more than 0.4 billion yuan will be formed within 5 years.

11 Revision of Urban Renewal Unit Planning of Yantian Old Market Town, Yantian Street, Yantian District
The "Urban Renewal Unit Planning of Yantian Old Market Town, Yantian Street, Yantian District" was reviewed and approved by the Architecture and Environmental Art Committee of Shenzhen Urban Planning Commission in December 2021, and was approved in March 2022. In order to speed up the implementation of the project, Shenzhen Haonian Investment Co., Ltd., the subject of the current project application, has applied for modification of the non-mandatory contents of the approved updated unit plan.
